<p>The National Child Exploitation Awareness Day highlights the issues surrounding child exploitation; encouraging everyone to <strong>think, spot and speak out against abuse.  </strong></p>

<p><strong><span style="color: #c2105d;">SAFEGUARDING IS EVERYBODY&#8217;S BUSINESS</span></strong></p>
<p>As an organisation, like many others the NWG now views child sexual exploitation (CSE) through the lens of a broader understanding of child exploitation, encompassing criminal exploitation, trafficking, modern slavery and other forms of adolescent vulnerability.   This does not diminish the importance of CSE, it is critical that we take learning from the last 5 years and apply where appropriate to other forms of exploitation.</p>
<p>This has led the Plymouth Safeguarding Children Partnership to develop its Adolescent Safety Framework, more information on which can be found <a href="http://www.plymouthscb.co.uk/professionals/plymouth-adolescent-safety-framework/" target="_blank" rel="noopener noreferrer">here</a></p>
<p>The NWG have chosen 5 key messages for 18 March 2021, and each of these are foundations of our approach to our Adolescent Safety Framework.</p>

<p><strong><span style="color: #c2105d;">EXPLOUTATION IS ABOUT MORE THAN JUST CSE, THING ABOUT CRIMINAL EXPLOITATION, COUNTY LINES, TRAFFICKING AND MODERN SLAVERY </span></strong></p>
<p><strong><span style="color: #c2105d;">COMMUNITIES CAN TACKLE EXPLOITATION.</span></strong></p>
<p>Practitioners and leaders within the Plymouth Safeguarding Children Partnership are supporting the campaign by writing and sharing personal pledges on their hands <strong><span style="color: #c2105d;">#HelpingHands</span></strong> and <strong><span style="color: #c2105d;">#CEADay21 </span></strong><span style="color: #c2105d;"><span style="color: #000000;">to help the NWG and Plymouth raise awareness of child exploitation and talk about our response.</span></span></p>

<p><span data-contrast="auto">Over the last year c</span><span data-contrast="auto">hildren and young people have spent much more time at home and behind closed doors, meaning that some children have been at a greater risk of abuse and neglect. </span></p>
<p><span data-contrast="auto">The impact of COVID on families has increased pressure on parenting and exasperated situations that for some were already difficult and </span><span data-contrast="auto">many </span><span data-contrast="auto">will not</span><span data-contrast="auto"> always know how to reach out for support.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:256}"> </span></p>
<p><span data-contrast="auto">The NSPCC has found that concerns about child abuse have soared since national lockdown measures were first introduced – with the average monthly number of referrals from the charity’s helpline to local authorities on the issue increasing by over 100% in the South West. </span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:256}"> </span></p>
<p><span data-contrast="auto">Nationally, the NSPCC </span><span data-contrast="none">helpline has received 31,359 contacts from adults across the UK anxious about child abuse or neglect, resulting in almost 2,000 referrals to agencies in the South West between April and November last year. </span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:256}"> </span></p>

<p><strong><span style="color: #138013;">The training, which is aimed at postal workers, delivery drivers and workers who regularly visit homes such as housing maintenance staff who are well placed to spot any emerging safeguarding concerns or signs of possible abuse and neglect.  </span></strong></p>

										<content:encoded><![CDATA[<p>Plymouth has published its revised multi-agency safeguarding arrangements for children in Plymouth.</p>
<p><span id="more-2744"></span></p>
<p>Working Together to Safeguard Children 2018 is the statutory guidance that transferred strategic local safeguarding arrangements from Local Safeguarding Children Boards to three new statutory partners, namely the Local Authority, Clinical Commissioning Groups and the chief office of police. This guidance permitted local arrangements that covered more two or more local authorities.     Following consultation and relevant cabinet and executive approvals it was agreed that the two existing Local Safeguarding Children Boards within Plymouth and Torbay would be replaced with one Plymouth and Torbay Joint Strategic Safeguarding Partnership, such partnership to be underpinned by proportionate strategic and operational structures that directed and promoted safeguarding practices and responses across Torbay and Plymouth.</p>
<p>This new multi-agency safeguarding arrangement was published, in accordance with Department for Education requirements on 29 September 2019.</p>
<p>Since that date the Torbay Local Authority has evaluated the suitability of this arrangement in light of the dissolution of the joint arrangement and Director of Children’s Services in January 2020, and the need to maintain the rate of improvement needed for Torbay children.   They have concluded that they need a single strategic safeguarding partnership.</p>
<p>The document below sets out the new multi-agency safeguarding arrangements to be implemented within the city of Plymouth.</p>
